Book Review: Red Plenty, by Francis Spufford

21st Century Socialism This is a marvelous and unusual book. It sits in a remarkable way in between science popularisation, social history and fiction. The author describes it variously as a novel whose hero is an idea and a fairytale. The hero idea is that of optimal planning. The idea of running a planned economy in just such a way as to ensure that resources are optimally used in order to deliver the ’red plenty’ of the title. Combining real and imagined characters, politicians like Khrushchev, mathematicians and economists like Kantorovich and Nemchinov with fictionalised minor characters, it gives a gripping and apparently realistic picture of life in the USSR during the 50s and 60s. It is not a single narrative as one expects from historical fiction. Instead it gives us a series of snapshots from the lives of individuals, separated by years. The common link is the project of the Cybernetic economic reformers, and the ambitions of Khrushchev to attain communist plenty. The author shows real skill as a science populariser, explaining such diverse topics as how the Pentode valve logic of the early BESM computers worked, to the molecular mechanics of the carcinogenesis mechanism that eventually killed its designer. He vividly portrays the enthusiasm and self confidence of the USSR in the late 50s when Khrushchev’s boasts that they would overtake the USA by 1980 and achieve communism seemed plausible. He gives a good didactic account both of the basic mechanisms of the Soviet Economy, and, through the lives of incidental characters paints a picture of its real operation that is more detailed and convincing than any academic history. He traces the idea of cybernetic economic management from the hope of the 50s and early 60s to its sidelining under Kosygin, and the eventual relegation of Kantorovich to the less ambitious task of optimisating steel tube output for the oil and natural gas industry. Ironically, says Spufford, as growth rates slipped in the 70s, it was only the exploitation of petroleum for export that allowed Soviet living standards to rise. This is a book that should be read by anyone who is seriously interested in the possibility of a different sort of economy from the one we now have. It shows both the strengths, and the hidden weaknesses of the most serious attempt so far to construct an alternative to capitalism, an attempt that was born when the idea of a communist future was taken very seriously by a whole society. To read it is to be convinced that whatever the truth of standard leftist criticism of the USSR as being undemocratic and bureacratic, there was much more than that at issue in this tragedy. It raises real political and philosophical issues that would have to be faced by any future socialist project, and draws attention to a forgotten history that today’s socialists ignore at their peril. The bulk of what we read and hear about the USSR focuses on the 20s and 30s. The remaining 50 years of its history fade before the glamour, grandeur and horror of the early years. But the early 1960s, when Russia was already an industrial country, with many areas of internationally competitive technology in aviation, space, computing holds more relevant lessons for the European left than its early years. It is clear what lesson orthodox economists will draw:     "It’s a timely exploration, now so many people have gone off the idea of markets, of why the alternative is worse." But such conclusions betray an unjustified and callous smugness. It is a smugness not justified by the elegaic last paragraph of the book. The restoration of the market mechanism in Russia was a vast controlled experiment. Nation, national character and culture, natural resources and productive potential remained the same, only the economic mechanism changed. If Western economists were right, then we should have expected economic growth and living standards to have leapt forward after the Yeltsin shock therapy. Instead the country became an economic basket-case. Industrial production collapsed, technically advanced industries atrophied, and living standards fell so much that the death rate shot up by over a third leading to some 7.7 million extra deaths. If you were old, if you were farmer, if you were a manual worker, the market was a great deal worse than even the relatively stagnant Soviet economy of Brezhnev. The recovery under Putin, such as it was, came almost entirely as a side effect of rising world oil prices, the very process that had operated under Brezhnev. But this does not excuse us from seriously considering the problems so vividly raised in the book. Spufford recounts how the attempt to follow the reformers' recomendations and raise the price of food to provide more income for farmers provoked strikes by industrial workers, which were suppressed with great brutality. The same scenario played itself out in Poland in the 70s and 80s, when any attempt to raise the ridiculously low subsidised meat prices led to strikes. Spufford brings out the disconnection between the recomendations of the reform economists and the real lives of the people that the reforms would impact on. Food subsidies were the bad conscience of inequality. They were necessary because without them, those on the lower wage rates could scarcely have survived. Marx had advocated that in the first stage of communism everybody would be paid in labour vouchers not money - 1 hour's work getting 1 hour's vouchers. Goods would be directly priced in terms of the labour required to make them and social expenditure would be met out of a tax or time-levy on incomes. Soviet prices deviated considerably from labour values for two reasons:     * The well known subsidies on essential foods and housing.
    * The turnover tax was, I think, calculated on the basis of total turnover not just wages, as such it was similar to the fixed percent markup Marx posited for prices of production. Given that due to subsidies, wages underestimated the real value of labour power, this sort of markup would mean that the deviation of prices from labor value would actually have been bigger than under capitalism. To have furthered Khrushchev’s avowed aim of communism, Kantrovich would have had to propose egalitarian pay rates and a shift in state finance from turnover taxes to income taxes, before prices could be rationalised. Spufford gives greatest emphasis to the policies of those around Kantorovich and Nemchinov, who were advocating price reforms as part of a programme to allow optimal operation of the economy. Kantorovich argued that these prices - objectively determined valuations - arose out of the objective technical structure of the economy. If actual prices corresponded to objectively determined values, then the signals that these prices provided would guide individual factories to produce in accordance to what the plan needed. There is of course a strong similarity between this argument and that put forward by Western economists about the role of prices in guiding resource allocation in a market economy. It is probably no accident then that Kantorovich was the only Soviet economist to get a Nobel Prize for economics. But there was a fatal paradox in this whole notion, one that Spufford brought out in a meeting between Kosygin and a leading reformer: how were these optimal prices to be calculated? The maths was well understood, but the technical problems of handling that much data with 1960s computers were vast. And if Gosplan could concentrate the information and could have done the computations, then the indicative prices would have been unneccessary - the whole process of calculation could have been done in-natura with the Objective Valuations only having a fleeting existence as coefficients within the matrices of the planning computers. So the programme of Kantorovich ended up requiring the same level of computing resources as that of his rival cyberneticist Victor Gluschov who apparently advocated the complete abolition of money - something superficially closer to Krushchev's vision of communism. In this context it is worth reading InterNyet: why the Soviet Union did not build a nationwide computer network by Slava Gerovitch. It would have been interesting had Gluschov appeared as a character in the book, rather than just as someone who is refered to indirectly. In the afterword it becomes clear why Gluschov remains such a shadowy figure to Spufford. Spufford reveals that he relied entirely on English language sources. What he knew of Gluschov came from Gerovitch’s brief account. All in all, let me say again, this is a book that should be read by anyone with a serious interest in economic alternatives.

Naomi Klein’s ‘This Changes Everything’

“Every inhabitant of this planet must contemplate the day when this planet may no longer be habitable.” Thus spoke President Kennedy in a 1961 address to the United Nations. The threat he warned of was not climate chaos — barely a blip on anybody’s radar at the time — but the hydrogen bomb. The nuclear threat had a volatile urgency and visual clarity that the sprawling, hydra-headed menace of today’s climate calamity cannot match. How can we rouse citizens and governments to act for concerted change? Will it take, as Naomi Klein insists, nothing less than a Marshall Plan for Earth?
“This Changes Everything: Capitalism vs. the Climate” is a book of such ambition and consequence that it is almost unreviewable. Klein’s fans will recognize her method from her prior books, “No Logo: Taking Aim at the Brand Bullies” (1999) and “The Shock Doctrine: The Rise of Disaster Capitalism” (2007), which, with her latest, form an antiglobalization trilogy. Her strategy is to take a scourge — brand-­driven hyperconsumption, corporate exploitation of disaster-struck communities, or “the fiction of perpetual growth on a finite planet” — trace its origins, then chart a course of liberation. In each book she arrives at some semihopeful place, where activists are reaffirming embattled civic values.
To call “This Changes Everything” environmental is to limit Klein’s considerable agenda. “There is still time to avoid catastrophic warming,” she contends, “but not within the rules of capitalism as they are currently constructed. Which is surely the best argument there has ever been for changing those rules.” On the green left, many share Klein’s sentiments. George Monbiot, a columnist for The Guardian, recently lamented that even though “the claims of market fundamentalism have been disproven as dramatically as those of state communism, somehow this zombie ideology staggers on.” Klein, Monbiot and Bill McKibben all insist that we cannot avert the ecological disaster that confronts us without loosening the grip of that superannuated zombie ideology.
That philosophy — ­neoliberalism — promotes a high-consumption, ­carbon-hungry system. Neoliberalism has encouraged mega-mergers, trade agreements hostile to environmental and labor regulations, and global hypermobility, enabling a corporation like Exxon to make, as McKibben has noted, “more money last year than any company in the history of money.” Their outsize power mangles the democratic process. Yet the carbon giants continue to reap $600 billion in annual subsidies from public coffers, not to speak of a greater subsidy: the right, in Klein’s words, to treat the atmosphere as a “waste dump.”
So much for the invisible hand. As the science fiction writer Kim Stanley Robinson observed, when it comes to the environment, the invisible hand never picks up the check.
Klein diagnoses impressively what hasn’t worked. No more claptrap about fracked gas as a bridge to renewables. Enough already of the international summit meetings that produce sirocco-quality hot air, and nonbinding agreements that bind us all to more emissions. Klein dismantles the boondoggle that is cap and trade. She skewers grandiose command-and-control schemes to re-engineer the planet’s climate. No point, when a hubristic mind-set has gotten us into this mess, to pile on further hubris. She reserves a special scorn for the partnerships between Big Green organizations and Immense Carbon, peddled as win-win for everyone, but which haven’t slowed emissions. Such partnerships remind us that when the lamb and the lion lie down together, only one of them gets eaten.
In democracies driven by lobbyists, donors and plutocrats, the giant polluters are going to win while the rest of us, in various degrees of passivity and complicity, will watch the planet die. “Any attempt to rise to the climate challenge will be fruitless unless it is understood as part of a much broader battle of worldviews,” Klein writes. “Our economic system and our planetary system are now at war.”
Klein reminds us that neoliberalism was once an upstart counterrevolution. Through an epic case of bad timing, the Reagan-Thatcher revolution, the rise of the anti-regulatory World Trade Organization, and the cult of privatizing and globalizing everything coincided with the rising public authority of climate science. In 1988, James Hansen, director of NASA’s Goddard Institute, delivered historic testimony at Congressional hearings, declaring that the science was 99 percent unequivocal: The world was warming and we needed to act collectively to reduce emissions. Just one year earlier, Margaret Thatcher famously declared: “There is no such thing as society. There are individual men and women and there are families.” In the battle since, between a collective strategy for forging an inhabitable long-term future and the antisocial, hyper-­corporatized, hyper-carbonized pursuit of short-term growth at any cost, well, there has been only one clear winner.
But counterrevolutions are reversible. Klein devotes much of her book to propitious signs that this can happen — indeed is happening. The global climate justice movement is spreading. Since the mid-1990s, environmental protests have been growing in China at 29 percent per year. Where national leaders have faltered, local governments are forging ahead. Hundreds of German cities and towns have voted to buy back their energy grids from corporations. About two-thirds of Britons favor renationalizing energy and rail.
The divestment movement against Big Carbon is gathering force. While it will never bankrupt the mega-corporations, it can reveal unethical practices while triggering a debate about values that recognizes that such practices are nested in economic systems that encourage, inhibit or even prohibit them.
The voices Klein gathers from across the world achieve a choral force. We hear a Montana goat rancher describe how an improbable alliance against Big Coal between local Native American tribes and settler descendants awakened in the latter a different worldview of time and change and possibility. We hear participants in Idle No More, the First Nations movement that has swept across Canada and beyond, contrast the “extractivist mind-set” with systems “designed to promote more life.”
One quibble: What’s with the subtitle? “Capitalism vs. the Climate” sounds like a P.R. person’s idea of a marquee cage fight, but it belies the sophistication and hopefulness of Klein’s argument. As is sometimes said, it is easier to imagine the end of the world than to imagine the end of capitalism. Klein’s adversary is neoliberalism — the extreme capitalism that has birthed our era of extreme extraction. Klein is smart and pragmatic enough to shun the never-never land of capitalism’s global overthrow. What she does, brilliantly, is provide a historically refined exposé of “capitalism’s drift toward monopoly,” of “corporate interests intent on capturing and radically shrinking the public sphere,” and of “the disaster capitalists who use crises to end-run around democracy.”
To change economic norms and ethical perceptions in tandem is even more formidable than the technological battle to adapt to the heavy weather coming down the tubes. Yet “This Changes Everything” is, improbably, Klein’s most optimistic book. She braids together the science, psychology, geopolitics, economics, ethics and activism that shape the climate question. The result is the most momentous and contentious environmental book since “Silent Spring.”

We are rich enough. Economic growth has done as much as it can to improve material conditions in the developed countries, and in some cases appears to be damaging health. If Britain were instead to concentrate on making its citizens' incomes as equal as those of people in Japan and Scandinavia, we could each have seven extra weeks' holiday a year, we would be thinner, we would each live a year or so longer, and we'd trust each other more.

: Why More Equal Societies Almost Always Do Better

Epidemiologists Richard Wilkinson and Kate Pickett don't soft-soap their message. It is brave to write a book arguing that economies should stop growing when millions of jobs are being lost, though they may be pushing at an open door in public consciousness. We know there is something wrong, and this book goes a long way towards explaining what and why.
The authors point out that the life-diminishing results of valuing growth above equality in rich societies can be seen all around us. Inequality causes shorter, unhealthier and unhappier lives; it increases the rate of teenage pregnancy, violence, obesity, imprisonment and addiction; it destroys relationships between individuals born in the same society but into different classes; and its function as a driver of consumption depletes the planet's resources.
Wilkinson, a public health researcher of 30 years' standing, has written numerous books and articles on the physical and mental effects of social differentiation. He and Pickett have compiled information from around 200 different sets of data, using reputable sources such as the United Nations, the World Bank, the World Health Organisation and the US Census, to form a bank of evidence against inequality that is impossible to deny.
They use the information to create a series of scatter-graphs whose patterns look nearly identical, yet which document the prevalence of a vast range of social ills. On almost every index of quality of life, or wellness, or deprivation, there is a gradient showing a strong correlation between a country's level of economic inequality and its social outcomes. Almost always, Japan and the Scandinavian countries are at the favourable "low" end, and almost always, the UK, the US and Portugal are at the unfavourable "high" end, with Canada, Australasia and continental European countries in between.
This has nothing to do with total wealth or even the average per-capita income. America is one of the world's richest nations, with among the highest figures for income per person, but has the lowest longevity of the developed nations, and a level of violence - murder, in particular - that is off the scale. Of all crimes, those involving violence are most closely related to high levels of inequality - within a country, within states and even within cities. For some, mainly young, men with no economic or educational route to achieving the high status and earnings required for full citizenship, the experience of daily life at the bottom of a steep social hierarchy is enraging.
The graphs also reveal that it is not just the poor, but whole societies, from top to bottom, that are adversely affected by inequality. Although the UK fares badly when compared with most other OECD countries (and is the worst developed nation in which to be a child according to both Unicef and the Good Childhood Inquiry), its social problems are not as pronounced as in the US.
Rates of illness are lower for English people of all classes than for Americans, but working-age Swedish men fare better still. Diabetes affects twice as many American as English people, whether they have a high or a low level of education. Wherever you look, evidence favouring greater equality piles up. As the authors write, "the relationships between inequality and poor health and social problems are too strong to be attributable to chance".
But perhaps the most troubling aspect of reading this book is the revelation that the way we live in Britain is a serious danger to our mental health. Around a quarter of British people, and more than a quarter of Americans, experience mental problems in any given year, compared with fewer than 10 per cent in Japan, Germany, Sweden and Italy.
Wilkinson and Pickett's description of unequal societies as "dysfunctional" suggests implicit criticism of the approach taken by Britain's "happiness tsar" Richard Layard, who recommended that the poor mental health of many Britons be "fixed" or improved by making cognitive behavioural therapy more easily available. Consumerism, isolation, alienation, social estrangement and anxiety all follow from inequality, they argue, and so cannot rightly be made a matter of individual management.
There's an almost pleading quality to some of Wilkinson and Pickett's assertions, as though they feel they've spent their careers banging their heads against a brick wall. It's impossible to overstate the implications of their thesis: that the societies of Britain and the US have institutionalised economic and social inequality to the extent that, at any one time, a quarter of their respective populations are mentally ill. What kind of "growth" is that, other than a malignant one?
One question that comes to mind is whether the world's most equal developed nations, Japan and Sweden, make sufficient allowance for individuals to express themselves without being regarded as a threat to the health of the collective. Critics of the two societies would argue that both make it intensely difficult for individual citizens to protest against the conformity both produced by, and required to sustain, equality. The inclination to dismiss or neuter individuals' complaints may, Wilkinson and Pickett suggest, go some way towards explaining the higher suicide rates in both countries compared with their more unequal counterparts. Those who feel wrong, or whose lives go wrong, may feel as though they really do have no one to blame but themselves.
What Japan and Sweden do show is that equality is a matter of political will. There are belated signs - shown in the recent establishment of a National Equalities Panel and in Trevor Phil lips's public pronouncements on the central place of class in the landscape of British inequality - that Labour recognises that its relaxed attitude to people "getting filthy rich" has come back to bite it on the rear.
Twelve years in power is long enough to reverse all the trends towards greater social and economic stratification that have occurred since 1970; instead they have continued on their merry way towards segregation. Teenage pregnancy rates have begun to rise after a period of decline; there is a 30-year gap in male life expectancy between central Glasgow and parts of southern England; and child poverty won't be halved by next year after all (though it wouldn't make as much difference as making their parents more equal).
There are times when the book feels rather too overwhelmingly grim. Even if you allow for the fact that it was written before Barack Obama won the US presidency on a premise of trust and optimism, its opening pages are depressing enough to make you want to shut it fast: "We find ourselves anxiety-ridden, prone to depression, driven to consume and with little or no community life." Taking the statistics broadly, they may be correct, but many readers simply won't feel like that.
However, the book does end on an optimistic note, with a transformative, rather than revolutionary, programme for making sick societies more healthy. A society in which all citizens feel free to look each other in the eye can only come into being once those in the lower echelons feel more valued than at present. The authors argue that removal of economic impediments to feeling valued - such as low wages, low benefits and low public spending on education, for instance - will allow a flourishing of human potential.
There is a growing inventory of serious, compellingly argued books detailing the social destruction wrought by inequality. Wilkinson and Pickett have produced a companion to recent bestsellers such as Oliver James's Affluenza and Alain de Botton's Status Anxiety . But The Spirit Level also contributes to a longer view, sitting alongside Richard Sennett's 2003 book Respect: The Formation of Character in an Age of Inequality , and the epidemiologist Michael Marmot's Status Syndrome , from 2005.
Anyone who believes that society is the result of what we do, rather than who we are, should read these books; they should start with The Spirit Level because of its inarguable battery of evidence, and because its conclusion is simple: we do better when we're equal.
